In a decisive move, the United Kingdom has intensified its sanctions against Russia, unveiling a new package aimed at disrupting entities within shipping, banking, and industrial sectors. Announced on August 6 by the UK Foreign, Commonwealth & Development Office, this latest sanctions list features 19 new designations, encompassing vessels, companies, banks, and an individual linked to Russian energy exports. At the forefront of the maritime sanctions is the 'Arctic Express', a vessel identified as having transported liquefied natural gas (LNG) from Russia to various third nations. Currently believed to be flying the Russian flag, the ship is managed by SMP Tech Management LLP, which has now come under direct scrutiny. Also facing sanctions is Frion Ship Management LLP, based in Mumbai. This company is alleged to have facilitated the transfer of the 'Arctic Express' to Russian ownership. Consequently, Frion is now subject to asset freezes, restrictions on trust services, disqualification of directors, and additional transport sanctions. The UK government has also imposed shipping sanctions on five oil tankers that have reportedly transported Russian crude oil or petroleum products to other countries. These vessels are: - 'Perseas' (IMO: 9326811), believed to be flying the San Marino flag. - 'Torvian' (IMO: 9470131), currently registered in Barbados. - 'Asteras' (IMO: 9402263), also thought to be registered in Palau. - 'Visund' (IMO: 9378864), reputedly registered in Palau. - 'Zenturo' (IMO: 9346885), another vessel suspected of being registered in Barbados. Under the implemented UK ship sanctions, these vessels face prohibitions from entering UK ports, may be detained, and are disallowed from being chartered or operated by UK nationals. Furthermore, they are subjected to strict limitations on various maritime services, encompassing chartering, brokering, technical assistance, financial services, and crew services. This sanctions package also includes Northern Engineering LLC, a firm involved in Russia’s critical energy sector, four industrial companies accused of supplying resources linked to Russia’s military actions, and five Russian banks, including Ozon Bank and the Russian Export-Import Bank, which are now facing asset freezes and restrictions on correspondent banking. These actions reflect the UK’s ongoing commitment to break up the maritime networks that underlie Russian energy exports to the world. Since the onset of the conflict in Ukraine, the United Kingdom has relied on shipping-specific sanctions to target vessels, their operators, and associated service providers involved in the transport of Russian oil and LNG to global marketplaces.

This tanker recently took on its first load at the Saam floating storage facility located in the Murmansk region, where LNG from the Arctic LNG 2 initiative is kept.
