Filipino Crew Members Rescued and Set for Repatriation After Black Sea Incident
The Department of Migrant Workers (DMW) is closely monitoring the situation of Filipino seafarers impacted by recent drone attacks in the Black Sea, particularly near Novorossiysk, Russia. Authorities, alongside shipping representatives, are working diligently to facilitate assistance and ensure the safe return of the affected crews. On August 22, it was confirmed that the 17 Filipino crew members aboard the 'Anna S' are safe. Similarly, the 22 Filipino sailors from the 'Elina B,' which faced an attack on August 17 while aiding the 'Anna S,' have also been reported safe and unharmed. Amid the turmoil, one crew member from the 'Anna S' is currently receiving medical attention in Turkey due to a kidney condition. He remains in stable condition while undergoing diagnostic assessments under the expert care of a nephrology specialist. In a compassionate response, the ship owner and its port team have provided significant aid to the affected 17 crew members, distributing USD 300 each along with mobile phones, clothing, footwear, toiletries, medicines, and other critical supplies. The mobile phones are intended to help the seafarers keep in touch with their loved ones during this challenging time. Efforts are also in place with the Philippine Embassy in Turkey and local authorities to expedite the processing of travel documents and immigration clearances for the crew members. The Filipino sailors are expected to disembark from the 'Elina B,' which is currently anchored in the Bosphorus Strait, prior to their repatriation to the Philippines. The DMW remains committed to coordinating with relevant government offices, the Migrant Workers Office, the Philippine Embassy, and manning agencies to ensure the safety of the affected seafarers and support their families. The department will continue to monitor the situation until the crew members are safely returned home.

On August 17, 2026, the cargo ship 'Elina B' found itself under attack as drones targeted its accommodation block, causing significant damage. Remarkably, the vessel remained afloat and continued its course toward Turkey, transporting its crew along with 21 rescued sailors from the 'Anna S' (IMO: 9207778). The 'Anna S' had been abandoned just 20 nautical miles off the coast of Novorossiysk, following a prior assault five hours earlier. In a subsequent nautical maneuver, the 'Elina B' navigated through the Bosphorus on August 19 and anchored near Istanbul at coordinates 40° 57' N 028° 51' E. As of August 20, the vessel is reported to be stationary, awaiting further assistance and updates on the situation.
Emergency Salvage Operation for the 'Elina B' in the Çanakkale Strait
On September 5, 2025, the bulk carrier 'Elina B', while transporting ballast from Humen via Singapore to Gemlik, encountered engine failure near Sarıçay during its transit of the Çanakkale Strait. The incident prompted an immediate response from the Çanakkale Ship Traffic Services Center, which efficiently dispatched the rescue tugs 'Kurtarma 18' (IMO: 9974890) and 'Kurtarma 20' (IMO: 9995117) to assist the beleaguered vessel. A strait pilot was also deployed to ensure the safe navigation of the situation. The stricken ship was successfully taken under tow and brought to safety at Karanlı Limanı anchorage, positioned at 40° 02' N 026° 19' E near Çanakkale Port. Fortunately, the incident did not result in any injuries or environmental pollution.
