The United Kingdom has unveiled a robust expansion to its sanctions regime targeting Russia, with a specific focus on the maritime, banking, and industrial sectors. On August 6, the UK Foreign, Commonwealth & Development Office announced a list of 19 new designations, further tightening the economic pressure on entities involved in the transportation of Russian energy exports. Among the significant measures is the designation of the 'Arctic Express' (IMO: 9333591), a vessel accused of facilitating the shipment of liquefied natural gas from Russia to various third-party nations. This ship, currently reported to be under the Russian flag, is operated by SMP Tech Management LLP. Additionally, the UK government has targeted Frion Ship Management LLP, a Mumbai-based firm alleged to have played a role in the transition of the 'Arctic Express' to Russian control. Following these allegations, Frion is now facing stringent sanctions, including asset freezes and restrictions on trust services and management. The sanctions list further encompasses five oil tankers implicated in the transport of Russian crude oil to international markets: - 'Perseas' (IMO: 9326811), reportedly flying the San Marino flag. - 'Torvian' (IMO: 9470131), believed to be registered in Barbados. - 'Asteras' (IMO: 9402263), identified as registered in Palau. - 'Visund' (IMO: 9378864), also registered in Palau. - 'Zenturo' (IMO: 9346885), linked to Barbados. According to the imposed maritime sanctions, these vessels are now barred from entering UK ports, may face detention, and cannot be chartered or operated by UK nationals. They are also subject to extensive restrictions concerning maritime services including technical support and financial services. Beyond the shipping sector, the sanction package further included Northern Engineering LLC, an entity linked to Russia's key energy sector, along with four major industrial companies accused of providing support to Russia's ongoing military efforts. Furthermore, five Russian financial institutions, such as Ozon Bank and the Russian Export-Import Bank, have also been hit with asset freezes and limits on correspondent banking activities. This latest sanctions initiative underlines the UK’s unwavering commitment to disrupting the maritime networks that aid Russian energy exports, particularly in the wake of the ongoing conflict in Ukraine, illustrating London's strategic focus on employing shipping-specific sanctions to target operators and service providers linked to Russian oil and LNG shipments to the world.
