Navigating Challenges: The Akademik-Ioffe's Troubled Waters

The Akademik-Ioffe has recently become a focal point of maritime scrutiny, following its detention by Danish authorities in Skagen on November 2. This action came at the request of a court in Hjørring, linked to a compensation dispute initiated by the Canadian company One Ocean Expeditions. The vessel, owned by the Shirshov Institute of Oceanology, was previously chartered to One Ocean Expeditions until 2019, when it ceased operations unexpectedly, leading to legal ramifications. As of November 5, the Akademik-Ioffe remained moored in Skagen, where it called to bunker, carrying 38 crew members and 23 researchers on board. The Russian embassy in Copenhagen has intervened, and the situation has drawn the attention of the Danish Ministry of Foreign Affairs.

This recent incident is not the first time the Akademik-Ioffe has faced challenges at sea. An investigation report released by the Transportation Safety Board of Canada (TSB) on June 8, 2021, detailed the vessel's grounding in the Canadian Arctic on August 24, 2018. Navigating through an area uncharted to modern hydrographic standards posed significant risks as the crew was unfamiliar with these remote waters. A critical deviation from the voyage plan, prompted by adverse weather, saw the vessel rely on incomplete Canadian navigational charts. Alarmingly, the under-keel depth alarms were disabled, and the Officer of the Watch, multitasking amid navigational duties, failed to monitor water depths effectively. Consequently, the Akademik-Ioffe struck an uncharted shoal, leading to bottom damage and water ingress.

Following the grounding, the Akademik-Ioffe required extensive repairs, eventually arriving at Les Mechins on September 26, 2018, for necessary maintenance. The TSB highlighted the broader implications of this incident, advocating for increased safety measures to mitigate risks for passenger vessels in the Arctic. With over 85% of Canadian Arctic waters inadequately charted, the potential for similar incidents remains high, exacerbated by the cold and sparse landscape which increases the risk of adverse outcomes for passengers and crew alike.
