Alfa-Watan: A Troubling Voyage in the Mediterranean

The maritime landscape in the Eastern Mediterranean has become increasingly complex, highlighted by recent incidents involving the cargo vessel Alfa-Watan. On May 9, 2025, the vessel was detained in Mytilene, Greece, due to a concerning list of seven deficiencies that raised serious safety and compliance issues. These deficiencies included outdated navigation charts, malfunctioning radio communications equipment including both the SART (Search and Rescue Transponder) and satellite EPIRB (Emergency Position Indicating Radio Beacon), as well as critical fire safety measures like an inoperative fire detection system. Additionally, the Alfa-Watan faced scrutiny over its crew training standards and lacked the necessary ISM (International Safety Management) certification requirements. Thankfully, following necessary corrections, the vessel was released on May 23 and set course for Cesme Anchorage.

While the Alfa-Watan navigates through compliance issues, the broader maritime environment remains fraught with danger, specifically in areas governed by regional military power struggles. A glaring example occurred on January 21, 2021, when the Libyan National Army (LNA) seized a vessel named 'Sam' for violating its 'No-Sail Zone' (NSZ). Located approximately 18 miles north of Ras el Hilal, the 'Sam' was captured while moving from Benghazi and was subsequently directed to moor at Ras el Hilal anchorage. This incident underscores the potential risks in navigating the politically tense waters off Libya, emphasizing the importance of adherence to maritime regulations.

Further complicating the situation, recent reports of vessel damages during discharge operations also speak to the inherent risks faced by shipping companies. On March 29, 2019, the vessel 'Skiff' sustained structural damage to its main deck handrails and hatch coamings while discharging cargo in Hereke, Turkey. Although repairs were conducted in a timely manner before the vessel's departure, such incidents serve as a reminder of the vulnerabilities present during port operations.

As vessels like the Alfa-Watan and others operate in these turbulent waters, the maritime community must ensure stringent adherence to safety protocols and regulations to mitigate risks and promote safe navigation. The combination of the operational pressures faced by vessels, alongside the unpredictable geopolitical climate, presents ongoing challenges for maritime operations in the Mediterranean.
