Despite the importer's request for treating the PKE within New Zealand, the MPI thoroughly evaluated various factors, including the necessity to safeguard New Zealand's biosecurity. Their assessment considered the quantity of the product, the location of heat treatment facilities, and logistics for transport and storage. Ultimately, they concluded that no viable solution existed to sufficiently mitigate the risks posed by potential pests and diseases. The 'Molat' had commenced its journey from Port Klang in Malaysia on August 15, following a stop in North Sumatra on April 5. The estimated market value of the PKE on the New Zealand market is around $5.75 million, with a spot price of approximately $250 per tonne.

Mr. Gilbert warned about the inherent risks posed by untreated PKE, stating that it could carry pests or diseases detrimental to New Zealand’s primary industries and natural ecosystems. He further noted that while PKE is processed at elevated temperatures to minimize biosecurity threats, the main concern revolves around contamination by insects and plant pests post-production.
