In a significant move to uphold maritime labor standards, the Australian Maritime Safety Authority (AMSA) has prohibited the Panama-flagged bulk carrier DL Carnation from operating for a period of 12 months. This decision came to light on Thursday following revelations that the vessel was engaging in deceptive practices by maintaining two separate wage accounts to obscure the underpayment of its crew. The situation was brought to AMSA's attention on Friday, September 8, via a complaint filed by the International Transport Workers’ Federation, which highlighted inconsistencies in the crew's wage payments. An AMSA surveyor promptly boarded the vessel in Gladstone, where they uncovered two sets of wage records: one reflecting the remuneration the crew was entitled to according to their Seafarer Employment Agreements, and another indicating the actual payments received by the crew. Analysis of these accounts revealed a troubling trend, with crew members collectively underpaid by over $17,000 USD each month, with evidence of this malpractice dating back to at least April of the current year. In light of these serious violations, the DL Carnation was immediately detained for infringing upon the Maritime Labour Convention.
