Authorities filed criminal charges against Clipper Shipping and the 'Clipper Saturn' on April 6, 2023, in the Southern District of Texas, Houston Division. Central to these allegations is the chief engineer, identified as the individual accountable for the discharge of oily waste while the vessel was at anchor. The prosecution maintains that the United States enforces international pollution prevention regulations, particularly the MARPOL agreements, which aim to mitigate environmental damage from maritime operations. The US Coast Guard is empowered to inspect vessels and ensure compliance with these regulations, highlighting that oversight extends to all ships operating in US navigable waters or docking at US ports, irrespective of their registration.
