Typhoon Uwan Causes LCT Felicity 8 to Run Aground in Batangas
On November 9, 2025, the landing craft LCT 'Felicity 8' encountered severe winds and currents from Typhoon Uwan while taking refuge in Pagapas Bay, Calatagan. The vessel was swept into shallower waters and eventually ran aground near Barangay Wawa Ibaba in Lemery, Batangas. Fortunately, the Coast Guard Sub-station (CGSS) in Lemery reported no signs of an oil spill, indicating that the vessel remained stable with minimal structural damage. Efforts for a coordinated extraction began as authorities maintained regular communication with the captain of the 'Felicity 8'. In response to the incident, the Philippine Coast Guard (PCG) initiated a marine casualty investigation to examine the circumstances leading to the grounding and to evaluate the compliance of the vessel with safety and navigational regulations. To facilitate the safe relocation of the 'Felicity 8', the PCG instructed Silver Sand Shipping Corporation, the vessel's owner, to urgently send a tugboat. Alongside the 'Felicity 8', three other vessels were reported aground due to Typhoon Uwan, including the tugboat 'Sea Asia 2' and barge 'Sea Asia 102', which became stranded approximately 100 meters from the San Jose Fishport in San Jose, Antique, as well as the motorbanca 'Shenalyn 2' in the waters of Barangay Sto. Niño, San Vicente, Palawan. Thankfully, there have been no reported casualties from any of these incidents. Further details and images can be found in the linked reports.
PCG Takes Action to Refloat Grounded LCT 'Felicity 8'
On September 17, 2024, the Philippine Coast Guard (PCG) District Southern Tagalog closely monitored the situation of the grounded LCT 'Felicity 8', which found itself approximately 200 meters off the coast of Barangay Tilik in Lubang, Occidental Mindoro. The vessel ran aground after narrowly avoiding a collision with a fishing boat while navigating from Cabangan, Zambales to the port of Tilik. To facilitate the refloating of 'Felicity 8', the Coast Guard advised the crew to anchor and lighten the load on the cargo. After a thorough inspection, personnel from the PCG Sub-station Lubang confirmed that the ship's bow was firmly lodged and detected no signs of an oil spill in the area. Attempts to tow the 'Felicity 8' to deeper waters were made with the assistance of the m/v 'Banton Pearl' and f/v 'Orene', but these efforts were unsuccessful. A diver, contracted by the PCG, was deployed to examine the hull, revealing that the opposite side of the port beam had sustained flattening. In response to the findings, the PCG urged the vessel's captain to ensure all necessary documentation, including crucial safety and seaworthiness certifications, were up to date. As a precautionary measure, fishermen were advised to steer clear of the area surrounding the stranded 'Felicity 8'. Felicity 8 Grounds Off Barangay Tilik: A Maritime Incident in Occidental Mindoro
On September 15, 2024, the cargo vessel 'Felicity 8' ended up grounded roughly 200 meters from the shore near Barangay Tilik, Lubang, Occidental Mindoro. The vessel, which had just completed its journey from Cabangan, Zambales, to offload a shipment of sand and gravel, encountered an unforeseen situation shortly after its departure at 5:40 a.m. A fishing banca unexpectedly crossed its route, prompting the crew to take evasive measures to avoid collision. The situation resulted in the vessel running aground in shallow waters. In response to the incident, the crew conducted deballasting procedures on both the port and starboard sides of the ship in an effort to refloat the vessel. The Coast Guard Sub Station (CGSS) Lubang, while patrolling the area, noticed the 'Felicity 8' at anchor and confirmed its grounded status. A subsequent inspection revealed no signs of an oil spill, although it was noted that the bow of the vessel was firmly grounded. Efforts for assistance were coordinated with the captain of the m/v 'Banton Pearl' and the local fishing banca 'Orene' for towing operations to deeper waters; however, these attempts did not succeed. The following morning, September 16, personnel from CGSS Lubang, along with a hired diver, conducted a hull inspection on the 'Felicity 8', which indicated no leakage but showed a flattened area on the opposite side of the port beam. The captain was advised to update expired documentation, such as the Cargo Ship Safety Certificate and seaworthiness certificate from MARINA. Furthermore, to ensure safety in the area, CGSS Lubang and the Marine Environmental Protection Response Team alerted local fishermen to steer clear of the vessel’s navigational channel.
