Working Conditions Aboard the Hoegh-Osaka

A recent investigation has revealed that the Hoegh Osaka, a cargo vessel that became stranded for 19 days in the Solent, was 'unstable' at the time of its departure from Southampton. The ship, which set sail on 3 January 2014 at 20:06 GMT, ran aground while en route to Bremerhaven, transporting a cargo of luxury vehicles. According to findings from the Marine Accident Investigation Branch (MAIB), the accident was attributed to a 'significant difference' between the estimated and actual weight of the cargo, resulting in instability. Hoegh Autoliners, the vessel's owner, indicated that the incident cannot be solely blamed on any single person or group, citing multiple contributing factors. The report noted that while rounding West Bramble buoy in the Solent, the Hoegh Osaka developed a severe starboard list, which caused a shift in cargo and subsequent flooding. The incident underscores the importance of accurate cargo assessments to ensure maritime safety.

The Maritime Accident Investigation Branch has unveiled an interim report regarding the grounding of the Hoegh Osaka, which occurred off East Cowes on January 3, 2015. Highlighting critical findings, the report details that at 9:09 PM, while navigating around the West Bramble buoy in The Solent, the Hoegh Osaka experienced a perilous starboard list that exceeded 40 degrees. This severe tilt led to a significant shift in the cargo, resulting in flooding on board. The vessel subsequently lost both propulsion and steerage, ultimately running aground on Bramble Bank at 9:15 PM. Stakeholders have been provided with a draft of the upcoming final report, which will be available for consultation over a 30-day period, with the completed report expected to be published by March 2016.

The final batch of approximately 1,200 Jaguar and Land Rover vehicles aboard the 'Hoegh Osaka' is set to be returned to Jaguar Land Rover by the end of this week. This development comes as the future of these vehicles remains shrouded in uncertainty. The condition of the JLR cars, along with 65 Minis, one Rolls-Royce Wraith, and 105 JCBs, has been a topic of speculation since the ship experienced a severe list and was deliberately grounded after departing from the Port of Southampton in January. Fortunately, BMW has confirmed that the Minis sustained no damage. The cargo, valued between GBP27 million (approximately USD40 million) and GBP35 million, was originally destined for stops in Bremerhaven and Hamburg, before making its way to various ports in the Middle East, including Bahrain, Kuwait, Jeddah, and Jabal Ali in Dubai. In the meantime, the 'Hoegh Osaka' has resumed its operations and is currently navigating through the Strait of Gibraltar, en route back to the UK, with a scheduled return to Southampton on April 25. The ship's owners are now awaiting a comprehensive report from the UK Marine Accident Investigation Branch (MAIB), anticipated within a year from the incident date.
