The bulk carrier "Bulk Ingenuity" has been released after being detained in Queensland due to a port state control inspection carried out by the Australian Maritime Safety Authority (AMSA). During the inspection, several significant deficiencies were discovered. The ship was held under the Navigation Act 2012 due to its failure to carry the necessary nautical charts and publications as mandated by international shipping conventions, in addition to not preparing a required voyage plan that adhered to the Designated Shipping Area (DSA) of the Great Barrier Reef Marine Park. This situation arose on a journey from China to Abbot Point. The AMSA's investigation was prompted after the Great Barrier Reef and Torres Strait Vessel Traffic Service (REEFVTS) spotted the vessel outside the designated shipping area on July 21, 2014. Consequently, the master and second mate of the ship were convicted and fined under the Great Barrier Marine Park Act 1975, following a collaborative investigation involving AMSA, the Australian Federal Police, and the Great Barrier Marine Park Authority. The deficiencies noted during the inspection indicated shortcomings in the vessel's safety management system, particularly concerning navigation safety. Alarmingly, the "Bulk Ingenuity" relied on photocopied charts instead of carrying the appropriate navigational charts required for safely traversing the Great Barrier Reef. After addressing the identified deficiencies, the "Bulk Ingenuity" was allowed to resume its journey on the evening of July 30.
