On December 12, 2023, at approximately 9 p.m., a significant maritime incident unfolded as the Philippine Coast Guard (PCG) responded to a distress call regarding the Taiwanese longliner, 'Sheng Feng No. 12' (MMSI: 416202800). The vessel, carrying seven crew members, collided with the bulk carrier 'Jawad' approximately 77 nautical miles off the coast of Candon, Ilocos Sur. The bulk carrier is currently under verification by the PCG as it transited from the port of Changshu, bound for Muara Berau with an estimated arrival date of December 16. The Taiwan Coast Guard (TCG) has been in coordination with the PCG Command Center, actively seeking assistance for the fishing vessel involved in the collision. In response, the PCG dispatched the BRP 'Malapascua' to conduct an investigation. Preliminary findings revealed that the bow of the 'Sheng Feng No. 12' suffered catastrophic damage, leading to substantial water ingress. Disturbingly, the entire bow and focsle were compromised, with damage extending from the stem aft to the main deck level. To address the flooding, portable pumps were employed to control the situation. On December 13, at 10 a.m., the BRP 'Malapascua' was observed towing the 'Sheng Feng No. 12' towards Vigan for a thorough inspection to ensure the safety of the five Indonesian and two Taiwanese crew members on board.
