Canadian Coast Guard Monitors Issues with New Offshore Fisheries Science Vessels

The Canadian Coast Guard is actively overseeing ongoing issues related to the components of its three new offshore fisheries science vessels. These issues have primarily involved the 'Sir John Franklin', 'Capt. Jacques Cartier', and 'John Cabot'. Notable concerns included failures of a propulsion shaft tube and valves crucial for seawater intake, attributed to corrosion, premature wear, and mislabeling. A critical incident occurred when a faulty motor speed switch resulted in a fire aboard the 'Sir John Franklin', prompting a stop-sail order from independent inspectors representing Transport Canada Marine Safety. Fortunately, the malfunctioning controller was identified as an isolated instance. Constructed at Seaspan Shipyard in Vancouver, these vessels, representing a $778 million investment under the National Shipbuilding Strategy, began service between 2019 and 2021. In the fall of 2021, the 'Sir John Franklin' underwent dry dock maintenance for various repairs, including stern tube bearings at a cost of $410,978.53. Although the propulsion variable frequency drives were under an extended warranty, the failure occurred post-warranty expiration. Repairs to the starboard variable frequency drive were made during a subsequent $2.4-million refit. Investigations revealed that the failure was indeed rare and no similar issues were found on the other vessels. Following the completion of the refit in December, the American Bureau of Shipping lifted the stop-sail order, allowing the ship to return to active duty in January.
