Security Oversight Leads to Penalties for 'Listervik' During Mukran Inspection

On December 3, 2019, the water police from Sassnitz conducted an ISPS inspection of the vessel 'Listervik' while docked at the port of Mukran, located on Rügen Island. The inspection revealed significant lapses in the implementation of security protocols, particularly concerning access control and the safeguarding of restricted zones. Alarmingly, a crucial check on individuals aboard the ship had not been performed. Additionally, the Ship Security Officer (SSO) was found lacking in essential knowledge regarding the ship’s mandated security plan. After a review led by the Federal Maritime and Hydrographic Agency (BSH), the SSO was required to pay a security deposit of €1,053.50. Following these events, the 'Listervik' departed from Mukran on December 4 at 9:25 a.m., setting its course for St. Petersburg with an estimated time of arrival on December 6.

In the early hours of February 8, 2019, the cargo vessel 'Listervik' encountered a challenging situation when it ran aground in Bråviken, just off Nävekvarn near Hummelvik, at approximately 3:20 a.m. The ship was en route from Nakskov to Norrköping, carrying a substantial load of wheat and operated by a crew of 10. While navigating in shallow waters outside Oxelösund, the hull suffered a breach, leading to water ingress in the ballast tank and resulting in a list of five degrees. Weather conditions at the time included wind speeds of around 15 m/s. Despite the circumstances, the crew managed to regain control, allowing the vessel to turn back towards Oxelösund. The Swedish Coastguard promptly dispatched two vessels, 'KBV 313' and 'KBV 502', alongside the pilot boat 'Pilot 212', to escort the 'Listervik' safely to port. By 5:30 a.m., the freighter had docked, at which point the captain and first mate were interviewed by police regarding potential negligence. Both individuals, aged 60 and 65 and hailing from Eastern Europe, also underwent sobriety tests. In anticipation of a possible environmental hazard, an environmental protection vessel was positioned in Oxelösund. Authorities including the Swedish Transport Agency, local police, municipal emergency services, the county administrative board, and the National Accident Investigation Board were notified of the grounding incident. After the wheat cargo was successfully unloaded and transported to Norrköping, the 'Listervik' departed Oxelösund on February 15 at 8:30 p.m. The vessel then arrived at Oresund Heavy Industries in Landskrona on February 17 at 9:50 a.m. for repairs related to the ballast tank damage.
