Suspicious Boats Surround Bulk Carrier 'Summer Lady' in Red Sea Incident

On June 30, 2024, a bulk carrier named 'Summer Lady' encountered a concerning situation as it was approached by 12 suspicious small boats in the Red Sea, approximately 13 nautical miles from Al Mukha, Yemen. These vessels, which included fast boats and unmanned kayaks, came within 1.5 nautical miles of the bulk carrier and lingered in the area for around one hour before they retreated. Despite this unsettling encounter, 'Summer Lady' continued its course from Salalah to Suez, with an estimated time of arrival (ETA) set for July 4. In a response to the heightened tensions in the region, U.S. Central Command forces subsequently targeted and destroyed three uncrewed surface vessels (USVs) linked to Houthi terrorist activities nearby. However, it remains uncertain whether these USVs were part of the fleet that approached 'Summer Lady' during the incident.

On September 18, 2019, the marine police in Stade conducted a thorough inspection of the bulk carrier 'Summer Lady' while it was docked in Buetzfleth. The focus of the inspection was to ensure compliance with MARPOL regulations, specifically concerning the handling and treatment of fuel and oil residues. Upon reviewing the oil journal, inspectors found a significant lack of plausible operational data regarding fuel treatment and the management of oil and combustion residues over a span of six months. Alarmingly, many essential record-keeping procedures were entirely missing. The master of the vessel, along with the chief engineer responsible for the safe and efficient operation of the machinery, were held accountable for these discrepancies. In light of these findings, and after consulting with the Federal Maritime and Hydrographic Agency, a security deposit of approximately €7,000 was mandated as a consequence.
