Ray Detained in Alexandria for Multiple Deficiencies

The key problems identified include serious labor conditions where wage payments were not being met, structural integrity concerns with hull damage affecting seaworthiness, and improperly maintained life-saving appliances such as rescue boats. Additionally, safety navigation issues were present, notably an inoperative radar system, as well as radio communication failures with the INMARSAT Ship Earth Station also not functioning.
