On April 15 and 16, 2023, the LNG carrier 'Vladimir Voronin' anchored off Honningsvåg, Norway, for nearly 24 hours while transporting Russian liquefied natural gas from the Yamal Peninsula, operated by Novatek, a company under U.S. sanctions. Although previously certified by the Russian Maritime Register, the vessel withdrew its registration to sidestep restrictions at Norwegian ports. As of April 8, 2023, all vessels with ties to the Russian Maritime Register, irrespective of their flag and size, are barred from docking in Norway. The 'Vladimir Voronin' is insured by Assuranceforeningen Skuld, a notable marine insurance firm located in Oslo. While the ship's stop did not breach Norwegian sanctions, it raised significant inquiries regarding the complexities of global logistics and Norway's involvement in energy transportation. The Norwegian Ministry of Foreign Affairs has stated that they will address the issue soon. Recently, the European Union contemplated a proposal to prohibit Russian LNG imports, which brings into question whether such sanctions would also impact the carriers involved. This 24-hour anchorage was not attributed to emergencies or technical failures, but rather to planned crew changes and provisioning, prompting speculation about the necessity for these operations within Norwegian territorial waters. The 'Vladimir Voronin' had departed Kildin Island, near Murmansk, just 12 hours prior, intensifying scrutiny over the reasons behind its anchoring. The vessel finally reached Bilbao on May 1 for further instructions.
