Chief Engineer of ASL Singapore Faces Justice for Pollution Violations in New Orleans
In a significant legal development, Duane A. Evans, the U.S. Attorney, revealed that Fei Wang, a 38-year-old Chinese chief engineer, has entered a guilty plea on January 24, 2025. Wang's charges include violations of the Act to Prevent Pollution from Ships (APPS) and obstruction of justice. The conviction resulted in a sentence of three months imprisonment, alongside three years of supervised release, and a mandatory special assessment fee of $200. Wang served as the chief engineer of the 'ASL Singapore,' now rebranded as 'Xin Hai Tong 805,' which was operating in U.S. waters. The vessel docked in New Orleans, Louisiana, on February 26, 2024, where the U.S. Coast Guard conducted a thorough inspection, scrutinizing the vessel's oil record books. Wang admitted to knowingly submitting these records, which included false entries that concealed the illegal discharge of oily bilge water directly overboard before the ship's arrival in the U.S. Legal documents revealed that the crew had been improperly discarding oily bilge water since at least October 2023, using a portable pump and flexible hose, all while failing to utilize the required pollution prevention equipment as mandated by the MARPOL Convention. This disregard for international oil pollution regulations occurred both prior to and during Wang's tenure as chief engineer, responsible for all operations in the engine room. Notably, the vessel's oily water separator was never appropriately utilized throughout his time in the position. The case drew investigations from the Coast Guard Investigative Service and the EPA's Criminal Investigations Division, with the U.S. Coast Guard Sector New Orleans providing additional support. Assistant U.S. Attorneys Christine M. Calogero and G. Dall Kammer are overseeing the prosecution of this critical environmental crime.
