Mexican authorities have raised concerns about customs compliance, claiming that the vessel lacked the necessary documentation. As a result, Mexico has classified the 'Zheng He' as an imported good, demanding an import fee of 96 million Euros, which reflects the ship's value. The vessel’s owner, De Nul, along with representatives from Luxembourg, has vehemently challenged this financial demand and has refused to settle the fine, leading to the prolonged detention of the ship and its 36 crew members, who remain unable to disembark.
