On February 15, Iran condemned the recent actions taken by the United States to seize a shipment of oil, labeling the move an act of piracy. The Iranian government asserted that the cargo in question did not belong to it, contradicting Washington's claims. The U.S. had initiated legal proceedings aimed at confiscating the oil, which it alleged originated from Iran and was disguised through transfers between multiple vessels before it was ultimately aboard the tanker 'Achilleas', which was en route to China. According to U.S. officials, the cargo violated American terrorism regulations. As of February 17, the 'Achilleas' was situated in the Galveston Offshore Lightering Area, located outside the Gulf port of Galveston.

On February 3, 2023, the United States Department of Justice (DoJ) announced that it has initiated a forfeiture complaint in the U.S. District Court for the District of Columbia. This legal action alleges that the crude oil aboard the vessel 'Achilleas' is subject to forfeiture under U.S. terrorism laws. The complaint highlights an intricate scheme involving several entities linked to Iran’s Islamic Revolutionary Guard Corps (IRGC) and its elite unit, the IRGC-Qods Force (IRGC-QF), which reportedly sought to secretly transport Iranian oil to international buyers. To mask the oil's origin, the conspirators allegedly employed ship-to-ship transfers, falsified documentation, and other deceptive practices. They provided fraudulent bills of lading to mislead the owners of the Achilleas into transporting the contentious oil. The authorities claim this oil not only belongs to the IRGC and IRGC-QF but also serves as a 'source of influence' over these groups, both of which are designated by the U.S. as foreign terrorist organizations. Documents presented in the complaint suggest that revenue generated from these oil transactions funds various terrorism-related activities, including the spread of weapons of mass destruction, support for terrorist organizations, and numerous human rights violations, both internationally and within Iran. The DoJ emphasized that this civil forfeiture complaint represents allegations at this stage. It remains the responsibility of the United States to establish, through civil forfeiture proceedings, that the oil in question is indeed subject to forfeiture.

The United States is actively pursuing the seizure of approximately two million barrels of suspected Iranian oil onboard the tanker 'Achilleas', in a continued effort to disrupt the Islamic Republic’s energy exports. This operation came to light as the ship was en route to the U.S., following a seizure order issued by the Department of Justice prior to President Joe Biden assuming office on January 20, 2021. The vessel, owned by Capital Ship Management Corp., is said to have raised concerns after the company informed U.S. authorities about the possibility that the oil might be of Iranian origin, despite their initial belief that it was sourced from Iraq. Fully loaded, the 'Achilleas' obtained its cargo from another tanker at the Fujairah port in November. Shipping documents indicated that the next destination for 'Achilleas' was Muscat. Notably, the vessel's Automatic Identification System (AIS) was turned off from January 1 to January 13, 2021, during which time it was navigating near South Africa. Currently, the tanker is traversing the South Atlantic Ocean, adding to the ongoing scrutiny surrounding its cargo.
