Coast Guard Takes Action Against 'Water Spirit 2' and 'Admiral Pride' for Channel Obstruction
On May 9, 2026, the Coast Guard Sector San Juan announced that it has issued Captain of the Port Orders against two offshore vessels, the 'Water Spirit 2' and the 'Admiral Pride'. This action follows an incident on May 1, 2026, where both vessels were reported for obstructing the San Antonio Channel in San Juan Harbour, Puerto Rico, while they were moored at Pier 10. Until further notice, these vessels will not be allowed to re-enter the San Juan Harbour unless they can satisfactorily demonstrate compliance with established industry mooring standards, ensuring they do not interfere with safe navigation within the harbour's limited waterways. Under Title 46 USC § 70036, any violations of these orders can result in significant penalties, with a maximum civil fine of $117,608 for each day of non-compliance. It's important to note that the Mediterranean mooring method is only allowed when vessels and their anchors do not encroach upon navigable channels. The Captain of the Port has reiterated the prohibition on anchoring or tying up vessels in navigable channels in a manner that prevents or obstructs the passage of other vessels, as stipulated under 33 USC 409. Navigable channels, including the San Antonio Channel, which spans approximately 1.2 miles in length and 300 to 500 feet in width, are designated by law and meticulously regulated by the Army Corps of Engineers, with the Coast Guard overseeing compliance without the option to excuse violations.
