The Turkish vessel Artvin, a 81,700-dwt ship built in 2011, found itself in troubled waters late last year when it was detained by the U.S. Coast Guard (USCG) in Baltimore, Maryland. The detention followed a thorough inspection that uncovered a contraption used to bypass the ship's oily water separator (OWS). According to the USCG, "Any discharge from a ship into the sea of oil or oily mixtures shall be prohibited unless it is processed through oil processing equipment with a dilution that does not exceed 15 ppm (parts per million)." This was highlighted in a detailed report issued by the agency. During the inspection, officials discovered that the Artvin was allegedly discharging oil directly into the seawater using an air pump, hoses, and a bucket, effectively circumventing the OWS. The USCG remarked that the crew could not demonstrate the OWS's proper operation and noted discrepancies between the ship's sounding logs and the entries in its oil record book. Moreover, the report emphasized that discharging oily waste at sea contravenes Annex 1 of the International Convention for the Prevention of Pollution from Ships. At the time of the vessel's detention, it was operated by Ciner Gemi Acente Isletmeleri Sanayi Ve Ticaret As, commonly known as Ciner Shipping. The Artvin was among two vessels flagged in the USCG’s latest list of port detentions for OWS violations, recorded during the first half of November.
