Transshipments of Sanctioned Russian Oil Discovered in Gulf of Oman
Recent investigations have unveiled transshipments of prohibited Russian oil occurring in the Gulf of Oman, with shipments directed towards the Guru Gobind Singh Refinery in Punjab, a facility jointly owned by Mittal Energy. The operation involved four tankers under sanctions, namely the 'Belgorod', 'Danshui' (IMO: 9589750), 'Dignity' (IMO: 9283241), and 'Primorye' (IMO: 9421960), all originating from Murmansk. Sanctions from the USA (OFAC), UK (OFSI), and the EU have been imposed on these vessels. The receiving craft was identified as the 'Samadha' (IMO: 9286281), operated by Seychelles-registered Erika Freight Ltd, which has ties to several vessels associated with the dark fleet. The ship-to-ship transfer was conducted approximately 40 nautical miles east of Sohar, deliberately outside of Omani territorial waters. As the four Murmansk tankers approached the Gulf of Oman, they disabled their AIS transponders, while the 'Samadha' transmitted a falsified AIS signal, indicating a roundtrip journey from India to Oman without interacting with the sanctioned Russian tankers. The monetary value of these four shipments, which occurred between July and September, is estimated to be around $280 million. On October 15, 2025, the OFSI imposed sanctions on the 'Samadha', following the EU's earlier sanction on July 20. Notably, the tanker remains unaffected by OFAC sanctions at present. Connections have been made in sanctions databases linking the 'Samadha' to what was previously the NorthStandard P&I Association, although the current insurance situation remains ambiguous. Having recently offloaded at Mundra, located along the 625-mile crude pipeline leading to the Guru Gobind Singh refinery – a venture between Hindustan Petroleum Company and Mittal Energy Ltd, the 'Samadha' has been tracked back towards Russia's Kola Peninsula, with the latest AIS data suggesting its route leads to Murmansk. Noteworthy is Lakshmi Mittal, executive chairman of Arcelor Mittal, who has disclosed plans to relinquish his UK residency for tax considerations.
