Recent investigations have unveiled transshipments of prohibited Russian oil occurring in the Gulf of Oman, with shipments directed towards the Guru Gobind Singh Refinery in Punjab, a facility jointly owned by Mittal Energy. As the four Murmansk tankers approached the Gulf of Oman, they disabled their AIS transponders, while the 'Samadha' transmitted a falsified AIS signal, indicating a roundtrip journey from India to Oman without interacting with the sanctioned Russian tankers. The monetary value of these four shipments, which occurred between July and September, is estimated to be around $280 million. On October 15, 2025, the OFSI imposed sanctions on the 'Samadha', following the EU's earlier sanction on July 20. Notably, the tanker remains unaffected by OFAC sanctions at present. Connections have been made in sanctions databases linking the 'Samadha' to what was previously the NorthStandard P&I Association, although the current insurance situation remains ambiguous. Having recently offloaded at Mundra, located along the 625-mile crude pipeline leading to the Guru Gobind Singh refinery – a venture between Hindustan Petroleum Company and Mittal Energy Ltd, the 'Samadha' has been tracked back towards Russia's Kola Peninsula, with the latest AIS data suggesting its route leads to Murmansk. On November 25, the UK government announced a sweeping sanctions package against 30 vessels, including the notorious 'Belgorod', identified as part of the Russian Shadow Fleet engaged in illegal oil transport activities. This move is aimed at stifling Russia's oil revenues, which are crucial for funding its ongoing military operations in Ukraine. In the past year alone, these tankers have facilitated the transportation of over $4.3 billion worth of oil and its derivatives. With this latest round of sanctions, the total number of sanctioned vessels in the Russian shadow fleet has surged to 73, making the UK a leader in enforcing such measures globally. In conjunction with targeting the vessels, the UK has also sanctioned two Russian insurance companies, Alfastrakhovanie PLC and VSK, that have played key roles in facilitating the operations of this shadow fleet. These sanctions are designed to sever ties with these insurers, effectively cutting them off from the international market and obstructing any cooperation. The UK government is actively encouraging other nations to join its efforts against the shadow fleet, and so far, 46 countries have signed on to this initiative. The vessels involved in these illicit practices not only pose risks due to their poor maintenance but also threaten maritime safety, creating hazardous situations on the high seas for all vessels. Therefore, targeting both the vessels and their supporting companies is seen as a necessary step to ensure safer shipping lanes. As part of the sanctions, vessels under scrutiny will be barred from entering UK ports, and the authorities have the right to direct and, if necessary, detain these ships. Furthermore, these vessels will be removed from the UK Ship Register, and existing registrations will be nullified. They will also be ineligible for any exemptions under the Oil Price Cap Exception regardless of their involvement in qualifying transactions.

In a significant move, the United States has identified 14 tankers affiliated with the Russian shipping company Sovcomflot, including vessels like the 'Anatoly Kolodkin', 'NS Antarctic', 'NS Lion', and 'NS Burgas'. These ships have been given a 45-day window to unload their oil and other cargoes due to alleged non-compliance with the crude oil price cap established in December 2022. Sovcomflot's operations have come under scrutiny for engaging in questionable practices such as ship-to-ship oil transfers and disabling Automatic Identification Systems (AIS) to obscure their movements. This fleet of tankers, often linked to complex ownership structures, has been on the radar of Western authorities for several months, with a growing number of vessels being documented in illicit activities. The Office of Foreign Assets Control of the U.S. Treasury (OFAC) has officially designated these 14 tankers as under Sovcomflot's interest, particularly highlighting 12 vessels operated by Oil Tankers SCF Management FZCO. This company emerged as a result of Sovcomflot relinquishing portions of its fleet in response to international sanctions. Sovcomflot first appeared on international sanctions lists in 2022, aimed at curtailing its ability to engage in significant financial transactions. Although the company must unload oil within 45 days, OFAC has not restricted transactions for its other tankers. In fact, oil traders have been informed they can continue utilizing most of Sovcomflot’s fleet, which comprises 147 ships. The price cap mechanism has been designed to reduce Russia's revenue from hydrocarbon sales without destabilizing global oil markets. As of January, Russian crude was sold at a $19 discount per barrel compared to Brent oil prices, resulting in a drop of approximately 25% in expected revenues. This drop in income coincides with a staggering 60% rise in Russian military spending, prompting analysts to question the efficacy of the cap due to inadequate enforcement and oversight. By December 2023, a total of 196 tankers identified as part of the clandestine fleet had departed from Russian ports. Furthermore, five new shipping companies operating out of the UAE have begun transporting Russian oil since November 2023. Since the implementation of the price cap in October, the U.S. Treasury has sanctioned 27 oil companies for similar violations, significantly tightening the noose around Russia's oil operations.
