Detention of Bulkcarrier 'Tourmaline' for Multiple Violations in Wedel Waters

Feb 03, 2020 13:55

On January 27, 2020, the bulkcarrier 'Tourmaline' faced scrutiny during a port state control conducted by the Brunsbüttel water police and regulatory authority officials at the thermal power station in Wedel. This inspection followed an earlier check at the Elbe port of Brunsbüttel on January 7, which revealed several infractions.  In both inspections, authorities uncovered significant administrative violations prompting the Itzehoe public prosecutor's office to take notice. The transport industry trade association then performed an additional port state control in Wedel, where they discovered concerning technical deficiencies that led to a sailing ban until these issues were rectified.  Compounding the situation, waste law breaches were identified, which resulted in the water protection police imposing a security deposit of $2,200 due to improper storage of open metal drums filled with fuel and waste oil residues on deck. Furthermore, it was discovered that the ship had been engaged in illegal disposal of cargo residues at sea.  In relation to these infractions, the second engineer, accountable for the operation of the sewage treatment plant, faced administrative procedures and was required to provide a security deposit totaling $930.  Once all identified deficiencies were successfully addressed, the 'Tourmaline' was cleared to resume operations and departed from the port on February 4 at 11:15 p.m. The vessel is now en route to its next destination, Ust-Luga, with an estimated arrival date set for February 9.
