This crackdown is part of a broader strategy by the Western coalition to tackle the clandestine operations of a fleet known for engaging in illegal activities, such as ship-to-ship (STS) oil transfers and intentionally deactivating their Automatic Identification Systems (AIS). The substantial fleet of Sovcomflot, which has witnessed continuous growth, includes vessels operated by Oil Tankers SCF Management FZCO, a firm that was forced to take over portions of the SCF fleet following global sanctions. The Office of Foreign Asset Control (OFAC) has officially designated these 14 tankers, particularly noting that 12 are part of the broader group of 75 vessels managed by the aforementioned company. Sanctions against Sovcomflot initially came into effect in 2022, primarily targeting financial dealings related to long-term debt and new share issues. Despite the stringent restrictions placed on these 14 tankers, OFAC has clarified that transactions involving the majority of the company's operational fleet, consisting of 147 vessels, can continue unaffected. The price cap mechanism aims to regulate the revenues Russia generates from oil sales, determining a discount per barrel relative to market prices, while striving to maintain stability in international markets. Current estimates reveal that Russia sold its oil in January at a $19 per barrel discount compared to Brent prices, resulting in revenue losses of nearly 25%. Meanwhile, Russian military expenditures have surged by 60%, stressing the effectiveness of existing sanctions. A staggering 196 tankers, linked to illicit operations, departed Russian ports in December 2023, while five new shipping companies based in the UAE have commenced transporting Russian crude since November, further complicating the geopolitical landscape.
