In a significant ruling, two officers from the oil tanker M/T Stolt Facto have admitted guilt regarding the illegal disposal of oily bilge waste into the ocean and subsequently attempting to cover it up by altering official records. Anselmo Capillanes, 46, a former second engineer from the Philippines, was sentenced on July 9 to two years of probation along with a $15,000 fine by U.S. District Judge Jay Zainey in New Orleans. Meanwhile, Inigo Albina, 57, the former chief engineer also hailing from the Philippines, is set for sentencing on August 7 for his involvement in this environmental breach. Both officers accepted their guilt under the federal Act to Prevent Pollution from Ships. The M/T Stolt Facto, a 26,328-gross-ton vessel owned by Stolt-Nielsen LLC and managed by Gulf Stolt Ship Management of Dubai, has come under scrutiny as the company collaborates with the U.S. Justice Department in their ongoing investigation.
