In a recent development, the South African Maritime Safety Authority (SAMSA) announced that it has attributed responsibility for the oil spill in Algoa Bay to the owners of the bulk carrier 'Chrysanthi S.' The incident took place on July 6, when a total of 360 litres of oil were discharged into the sea during an offshore refuelling operation with one of SA Marine Fuels' bunker barges. Following a thorough investigation, SAMSA found that the spill occurred due to improper closure of a fuel tank valve, which resulted in a significant leak during the delivery of 1,300 metric tons of fuel to the vessel. The vessel's owners, Golden Flower Navigation Incorporated, have accepted their liability for the incident and have pledged to adhere to relevant South African laws as well as international conventions governing such matters. The Chrysanthi S was detained for the duration of the investigation but was allowed to leave Port Elizabeth on July 12, destined for Recalada with an estimated arrival date of July 27. As of July 18, rescuers had saved 90 African penguins, nine penguin chicks, three penguin eggs, 12 Cape gannets, and five Cape cormorants, all of which are currently undergoing cleaning and rehabilitation.
