In a significant enforcement action, the vessels 'Furkan' and 'Salah Aldeen 2' have been prohibited from accessing the region governed by the Paris Memorandum of Understanding (MoU) on Port State Control. The 'Salah Aldeen 2' has been under detention in Tarragona since December 16, 2014, marking its third infraction in the Paris MoU area over the past 36 months. Meanwhile, the Vanuatu-flagged 'Furkan' was detained in Castellon, Spain on December 20, 2014, also registering its third detention within the last 24 months. According to section 4 of the Paris MoU and Article 16 of EU Council Directive 2009/16/EC1, both vessels are set to be denied entry to any port and anchorage within the Paris MoU region, with the exception of ports under their respective flag states. This refusal of access will take effect immediately upon the vessels being cleared to depart their current locations. Notably, this marks the first refusal of access order for each vessel, and the duration of this sanction has been established at three months.
