Tanker Detained in Burgas for Safety Violations

On May 9, 2026, the oil tanker 'Evelpis' faced detention in Burgas due to eight significant deficiencies identified during a routine inspection. Among these issues were critical concerns related to safety of navigation and certification. Specifically, the vessel was found lacking in the following areas: 1. Safety of Navigation: The absence of a functional Voyage Data Recorder (VDR) or Simplified Voyage Data Recorder (S-VDR) was noted, categorized under IMO number 10114, which falls under the ship's responsibility, not that of the Recognized Organization (RO). 2. Bridge Navigation Watch Alarm System (BNWAS) deficiency reported under IMO number 10138, also judged as the ship's responsibility. 3. In the realm of Certificates and Documentation, the 'Evelpis' lacked vital certifications, including the Engine International Air Pollution Prevention Certificate (IMO number 1125) and the International Energy Efficiency Certificate (IMO number 1138). Again, these deficiencies were not the responsibility of the RO. 4. Crew documentation was insufficient as the ship carried no Seafarers' Employment Agreement (SEA) as per IMO number 1220(2). 5. The vessel’s propulsion systems were flagged for deficiencies under IMO number 13101, specifically regarding the main engine, placing it squarely on the ship rather than the RO. 6. Furthermore, the Ship Energy Efficiency Management Plan was not adequately documented (IMO number 1328), and fixed fire extinguishing installation issues were also identified (IMO number 7109), with no responsibility attributed to the RO. After addressing the noted deficiencies, the 'Evelpis' was allowed to resume operations and was released on May 16, 2026. This incident underscores the critical importance of maintaining standards for maritime safety and environmental protection.
