On March 31, 2026, the U.S. Treasury Department announced the removal of sanctions on three Russian-flagged vessels: 'Fesco Moneron', 'Fesco Magadan', and 'Sv Nikolay'. The three ships were delisted from the Office of Foreign Assets Control (OFAC) Specially Designated Nationals (SDN) list following standard procedures involving a thorough review process.  This development enables these vessels to access various maritime services, port facilities, and insurance that had been previously restricted under U.S. sanctions. Despite this change, U.S. officials reaffirmed that the overarching sanctions regime against Russia remains firmly in place. The vessels had been sanctioned in 2022 as part of extensive measures imposed on Russia’s financial and logistics networks in response to its military invasion of Ukraine. The container vessels 'Fesco Moneron' and 'Fesco Magadan' belong to the Far East shipping group FESCO and were sanctioned due to their connections with Promsvyazbank, a state-owned financial institution subject to U.S. sanctions. Meanwhile, the cargo ship 'Sv Nikolay' faced sanctions for its ties to Alfa-Bank, one of Russia’s major private lenders, which has also been linked to allegations of transporting grain from areas occupied by Russia.  The process of sanction removal can arise from various factors, including petitions from sanctioned entities, internal assessments, or evolving considerations regarding national security. The ultimate objective of sanctions is not merely punitive but aims to foster behavioral change and ensure accountability. Additionally, this decision coincides with broader adjustments to the enforcement of sanctions, which include temporary authorizations permitting specific Russian oil cargoes that were loaded before mid-March to be delivered and discharged, thereby alleviating some pressure on global energy markets.

FESCO Transportation Group has officially launched a new vessel to enhance its shipping services with the introduction of the FESCO Magadan Line (FML). This new route seamlessly connects the port of Magadan with Vladivostok and Vostochny. The containership, FESCO Magadan, commenced operations in early September, making its inaugural voyage from Vladivostok on September 4 and reaching Magadan's shores on September 9. During this journey, the vessel transported over 6,500 tons of diverse cargo, which included essential food items, industrial supplies, machinery, and various equipment. A welcome ceremony for the containership was held at Magadan Commercial Sea Port on September 10, attended by key figures including Yurii Bodiaev, the First Deputy Prime Minister of the Magadan region, Mayor Yurii Grishan, FESCO's branch Director in Vladivostok Igor Sharkov, and Vadim Vetolskii, Director of FIT's Vladivostok branch. FESCO Magadan has been part of the FESCO fleet since July 2019 and boasts a capacity of 822 TEU with an Arc4 ice class rating, allowing it to operate in the challenging winter conditions of the northern Sea of Okhotsk.
