As crane operators and crew began the offloading process, the PCG-NBI team promptly intervened, requesting documentation for the shipment, which the ship's master failed to provide. In light of the situation, the authorities informed the crew that unloading must cease due to violations relating to Republic Act 6969, pertaining to the control of toxic substances, and Republic Act 9003, which focuses on ecological solid waste management. Moreover, it was disclosed that two other cargo vessels had docked at Subic Port in late 2018 carrying the same substance, yet their offloading requests were denied, prompting them to return to South Korea empty-handed.
