UK Sanctions Target Russian Shadow Fleet, Including Georgy Maslov

Nov 26, 2024 09:23

On November 25, the UK government expanded its sanctions, listing 30 additional vessels linked to the notorious Russian Shadow Fleet, including the 'Georgy Maslov'. This strategic move aims to disrupt illicit oil transport operations that have reportedly generated over $4.3 billion in revenue over the past year, directly funding Russia's military efforts in Ukraine. In conjunction with the vessel sanctions, two Russian insurance companies, Alfastrakhovanie PLC and VSK, have also been penalized for their facilitation roles. With these latest measures, the total number of sanctioned vessels within the Russian Shadow Fleet by the UK has reached 73, establishing the UK as the leader in global maritime sanctions against such entities. The UK government has called on other nations to join its initiative to combat the shadow fleet, and so far, 46 countries have answered that call. The vessels involved in this operation are known for employing deceptive practices and often lack proper maintenance, posing a significant risk to maritime safety and the navigational integrity of international shipping lanes. As a part of these sanctions, the UK's authorities have taken a firm stance by barring these vessels from entering UK ports and reserving the right to intercept them if necessary. Additionally, sanctions will eliminate any existing registrations of these vessels on the UK Ship Register and prohibit them from benefiting from certain price cap exemptions, even if they engage in transactions that might typically qualify. This comprehensive approach not only aims to limit Russian oil revenue but also strives to enhance safety on the high seas by reducing the presence of unreliable and hazardous vessels.

US Targets 14 Sovcomflot Tankers for Price Cap Violations

Feb 27, 2024 11:01

In a significant move, the United States has targeted 14 tankers operated by Russia's Sovcomflot, including vessels such as 'Anatoly Kolodkin', 'NS Lion', 'NS Consul', and 'NS Bravo'. This action grants Sovcomflot 45 days to unload their oil and other cargo amidst accusations of breaching the crude oil price cap that has been in effect since December 2022. These ships, part of a fleet known for its obscure ownership structures designed to mask illicit activities, have been under close scrutiny from the Western coalition due to practices like ship-to-ship (STS) oil transfers and the deactivation of AIS tracking systems. The targeted fleet includes 12 out of 75 vessels managed by Oil Tankers SCF Management FZCO, which was compelled to take over portions of the Sovcomflot fleet as a result of international sanctions. The initial sanctions against Sovcomflot came from various global entities, including the UK, EU, and Australia, in 2022, primarily aimed at restricting financial transactions involving long-term debt and new shares. Although the 14 designated tankers must comply with the unloading order, the Office of Foreign Assets Control (OFAC) has clarified that the majority of Sovcomflot's 147-ship fleet remains eligible for operational activities without sanctions. This approach seeks to cap oil prices through a discount per barrel, minimizing Russia's revenue from hydrocarbon sales while maintaining international market stability. In January, Russia sold oil at a discount of $19 per barrel compared to Brent, reflecting a substantial decrease in expected revenue as military spending in Russia surges by 60%. As a result, many experts question the effectiveness of the current sanctions regime due to insufficient oversight tools. In December 2023 alone, 196 vessels linked to this clandestine operation left Russian ports, while five new UAE-based shipping companies began transporting Russian crude oil. Since October, the US Treasury has sanctioned 27 oil firms for infractions related to the price cap, highlighting ongoing efforts to counteract Russian oil practices.
