On October 21, 2013, the HMAS 'Melbourne' decisively engaged Somali piracy, scuttling two skiffs and apprehending nine suspected pirates. The operation unfolded approximately 500 nautical miles off the Somali coast, initiated by a Seahawk helicopter which located the vessels. A significant incident occurred on October 18, 2023, when the 296,919 dwt Hong Kong-flagged crude carrier, MV Island Splendor, was assaulted approximately 230 nautical miles from the Somali coast. During the attack, pirates utilizing two skiffs targeted the vessel, with the onboard private maritime security personnel coming under fire. This incident marks the first assault on a large merchant vessel since April, and it was followed by a second attack just four days later, 270 nautical miles further east. Dryad has analyzed the situation and posits that both incidents were likely carried out by the same Pirate Action Group (PAG). Ian Millen, Dryad's intelligence director, stated, "Despite the efforts of coalition forces and a perceived depletion of pirate resources, there remains a credible risk of a PAG re-emerging in the sea lanes. The hijacking of a single large merchant vessel could reignite the Somali pirate enterprise’s infrastructure." Millen also noted that several reports of pirate activities in the Gulf of Aden during the Southwest Monsoon season were not classified as piracy-related. This latest wave of piracy activity highlights that the operational capabilities of Somali pirates have not been completely dismantled.
