US Government Targets 14 Sovcomflot Tankers Amid Price Cap Violations

In a significant move against Russian maritime operations, the United States has imposed restrictions on 14 tankers owned by Sovcomflot, a prominent Russian shipping enterprise. The identified vessels include the 'Anatoly Kolodkin', 'NS Antarctic', 'NS Lion', 'NS Consul', 'NS Burgas', 'NS Captain', 'NS Columbus', 'Sakhalin Island', 'Nevskiy Prospect', 'Georgy Maslov', 'Liteyny Prospect', 'Krymsk', 'Ns Creation', and 'Ns Bravo'. These tankers have been given a 45-day ultimatum to offload their oil and other related cargo. This action stems from allegations that Sovcomflot has been flouting the crude oil price cap, which has been in effect since December 2022. These vessels are part of a network that employs obscure ownership structures to mask illicit operations. Following extensive scrutiny from the Western coalition, these ships engage in dubious practices such as Ship-to-Ship (STS) oil transfer operations and disabling Automatic Identification System (AIS) trackers. The fleet keeps growing, raising concerns about the implications for global energy markets. The Office of Foreign Asset Control (OFAC) of the Treasury Department has officially designated these 14 tankers as being of interest to Sovcomflot, specifically targeting 12 ships operated by Oil Tankers SCF Management FZCO. This company emerged after Sovcomflot was compelled to divest parts of its fleet to foreign entities due to international sanctions. Notably, Sovcomflot was first blacklisted in 2022, following regulations that prohibited financial transactions linked to new shares or long-term debt. Although the sanctions mandate that the designated tankers unload their current cargo within the specified 45 days, OFAC has not barred other transactions related to the majority of Sovcomflot's fleet, which remains extensive with a total of 147 vessels. Despite the price cap's intent to curb Russia's oil revenue by implementing a discount per barrel, observers are questioning its effectiveness, especially amid a staggering 60% increase in Russian military spending. In January, Russia's oil was sold at a $19 discount per barrel compared to Brent, marking a notable reduction from the previous $12 to $13 discount in October. Consequently, this pricing strategy effectively led to a 25% decline in revenue for Russia from oil sales. Additionally, in December 2023 alone, 196 tankers associated with the clandestine fleet departed from Russian ports. Meanwhile, five nascent shipping companies based in the United Arab Emirates have commenced operations for transporting Russian crude since November 2023. Since the implementation of the price cap in October, 27 oil companies have been sanctioned by the US Treasury for violating these regulations.
