USA Targets 14 Sovcomflot Tankers Amid Ongoing Sanctions

In a significant move, the United States has taken action against 14 tankers owned by the Russian shipping company Sovcomflot, including vessels such as the 'Anatoly Kolodkin', 'NS Lion', and 'NS Bravo'. These tankers have been given a 45-day window to unload their oil and cargo as part of an ongoing effort to enforce sanctions linked to the crude oil price cap established in December 2022. Sovcomflot has come under scrutiny for allegedly violating these price regulations, which aim to restrict Russia's revenue from hydrocarbon exports amid the ongoing conflict. The company has faced allegations of conducting clandestine operations, including ship-to-ship oil transfers and deactivating Automatic Identification Systems (AIS) to obscure their movements. The Office of Foreign Assets Control (OFAC) of the U.S. Treasury has now officially listed these 14 tankers, of which 12 are operated by Oil Tankers SCF Management FZCO—an entity that took over part of the Sovcomflot fleet following international sanctions. The initial sanctions against Sovcomflot were imposed in 2022, targeting financial transactions related to new shares and long-term debts. While these 14 vessels are being held accountable, it is noteworthy that OFAC has not prohibited transactions involving the majority of Sovcomflot's fleet, which consists of 147 ships. This provides a complex picture in which oil traders can continue to leverage much of Sovcomflot's operations without facing immediate repercussions. As of January 2023, Russia has been selling oil at a considerable discount, approximately $19 below the Brent benchmark. This has led to a substantial decrease in revenue, as Russia's earnings dropped to around 75% of what they would typically receive. Despite these financial constraints, military expenditures in Russia have surged by 60%, raising questions about the effectiveness of the imposed sanctions. Since December 2023, a total of 196 tankers linked to illicit operations have departed from Russian ports. Additionally, five new shipping companies based in the United Arab Emirates have emerged, actively transporting Russian crude oil since November 2023. The U.S. Treasury has now sanctioned 27 oil companies for non-compliance with the price cap since its introduction last October, indicating the ongoing effort to curb Russia's energy commerce amidst escalating geopolitical tensions.
