Canada's Controversial Waste Returned After Years of Diplomatic Tensions

May 31, 2019 21:51

On May 3, 2019, the ship 'Bavaria' departed Subic Bay, carrying 69 containers filled with waste that had caused a prolonged diplomatic dispute between Canada and the Philippines. This garbage, initially exported to the Philippines by Canada between 2013 and 2014 under the guise of recyclable plastic materials, had been a point of contention, leading to significant backlash from both environmental groups and the Philippine government. Activists from Greenpeace and EcoWaste Coalition celebrated the 'Bavaria' docking at Subic Bay, and a protest was held on a small outrigger, showcasing a banner stating, 'Philippines: not a garbage dumping ground!' Philippine President Rodrigo Duterte had firmly threatened to return the waste, as officials revealed that out of 103 containers of rubbish shipped from Canada, half had already been disposed of, while 69 containers filled with harmful electrical and household refuse, including used diapers, still lingered at two ports. Earlier in May, the Philippine government recalled its ambassador and consuls from Canada following Ottawa's failure to meet a deadline for the waste's return. Customs officials in Manila conducted inspections on the contentious cargo, which had sat there for years, causing irritation in bilateral relations. Prime Minister Justin Trudeau had previously indicated in 2017 that legal obstacles preventing the return of the waste had been overcome, but various issues had continued to delay the process. Canada's Environment Minister, Catherine McKenna, expressed relief upon learning of the waste's repatriation, stating on May 30, 'We committed with the Philippines and we're working closely with them.' This action marked a significant step toward mending relations between the two nations, particularly during President Duterte's term that started in mid-2016. Today, the return of these waste containers signifies the conclusion of a six-year debacle that overshadowed diplomatic discussions.
