USA Enforces Sanctions on 14 Sovcomflot Tankers Amid Price Cap Violations
In a significant move, the United States government has sanctioned 14 tankers linked to the Russian shipping giant Sovcomflot. The vessels included in this crackdown are the 'Anatoly Kolodkin', 'NS Antarctic', 'NS Lion', 'NS Consul', 'NS Burgas', 'Ns Captain', 'NS Columbus', 'Sakhalin Island', 'Nevskiy Prospect', 'Georgy Maslov', 'Liteyny Prospect', 'Krymsk', 'Ns Creation', and 'Ns Bravo'. Sovcomflot now has 45 days to offload any oil and cargo aboard these ships. This action follows allegations that the company has breached the crude oil price cap that was implemented in December 2022. The vessels, reportedly working under concealed ownership arrangements, have faced scrutiny from Western coalitions for several months due to their connections to illicit oil transfer practices—including ship-to-ship (STS) operations and disabling automatic identification systems (AIS). The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has targeted these 14 tankers, notably including 12 operated by Oil Tankers SCF Management FZCO, which was set up to manage a portion of the Sovcomflot fleet sold off following increased international sanctions. The initial sanctions against SCF were imposed in 2022, focusing on restrictions related to long-term debt and equity transactions. Although these tankers face sanctions, OFAC has clarified that other tankers in the Sovcomflot fleet are not prohibited from operating, allowing oil traders to continue using the bulk of the company’s 147 vessels without penalty. The oil price cap policy aims to lower the revenue Russia receives from hydrocarbon sales while maintaining stability in global markets. In January, Russia sold its oil at a discount of $19 per barrel compared to Brent, a stark drop from the $12 to $13 per barrel reduction seen in October. Despite these measures, Russian military spending has surged by 60%, raising questions about the efficiency of the sanctions regime amid claims of inadequate monitoring of compliance. In December 2023, 196 tankers identified as part of a clandestine fleet departed Russian ports, while five new shipping firms from the United Arab Emirates began transporting Russian crude in November. Since October, the U.S. Treasury has imposed sanctions on 27 different oil companies for breaching the established price cap.
