Recent U.S. sanctions targeting a significant crude oil terminal in China have compelled Sinopec, one of the country's leading refining groups, to redirect the 'New Vista' tanker and adjust crude processing rates at several of its facilities. The tanker, which was en route to deliver a shipment of Abu Dhabi's Upper Zakum crude to Rizhao in Shandong province, altered its course over the weekend following the U.S. sanctions announcement on October 10, 2025. In light of these sanctions, Sinopec directed approximately six of its subsidiary refineries receiving oil from the affected terminal to reduce operational rates to 80% for the remainder of the month. According to estimates from consultancy firm JLC on October 11, Sinopec's crude processing for October could see a reduction of 3.36%, bringing the projected output down to around 5.16 million barrels per day. Originally scheduled to offload its cargo at Rizhao on October 12, the 'New Vista', chartered by Unipec, Sinopec's trading division, has now been rerouted to the ports of Ningbo and Zhoushan, with an expected time of arrival by October 15. The Rizhao Shihua Crude Oil Terminal, partially owned by a Sinopec logistics subsidiary, was included among the entities sanctioned by the U.S. Treasury, which also targeted vessels involved in the transport of Iranian crude oil and liquefied petroleum gas. This terminal faced sanctions due to its involvement in receiving Iranian oil via sanctioned ships.
