The vessel was intended to carry 57,000 cubic meters of sand that had been collected illicitly from the rivers in the Kendrapara and Jagatsinghpur districts to Port Blair. Shakti Shipping, having anchored the vessel on April 10 prior to securing the berth, did not adequately clarify the berth allotment conditions with port authorities. The agency had plans for an expedited shipment, aiming to berth by April 12, but faced local opposition, as residents alleged that the sand export was a form of smuggling being conducted without administrative oversight. In response to these claims, Kendrapara ADM Durga Prasad Moharana sought detailed clarifications from the Paradip Port Authority regarding the vessel's berth allocation on April 13. Derabish tehsildar Akshay Parida acknowledged that the Kendrapara administration had initially sanctioned the collection of sand from the authorized quarry for shipment, granted per the Odisha government's regulations. However, when pressed for the required documentation regarding berth allotment for interstate transport, the transporting agency failed to deliver. Furthermore, credible sources disclosed that another agency had amassed nearly 60,000 tonnes of sand at the port, intending to export it internationally using falsified documentation with local revenue officials. While approximately 28,000 tonnes have reportedly been exported, around 32,000 tonnes remain in storage. Shakti Shipping Logistics was reported to have entered into an agreement with this unnamed agency to handle the export; however, their plans were thwarted following intervention by the Kendrapara administration.
