Investigation Unveils Causes Behind Milano Bridge Allision in Busan
The allision involving the 'Milano Bridge' in Busan, which occurred on April 6, has been linked primarily to excessive speed during docking procedures. Investigators from Ocean Network Express (ONE) highlighted that a combination of factors contributed to this maritime incident, including reduced reaction time post-turning, inadequate tugboat effectiveness due to the ship’s rapid forward motion, and ineffective bow thruster use. Further scrutiny revealed that the crew had failed to consider the ship's empty status and the resultant submersion of its rudder. They also appeared not to have accurately gauged local weather conditions, nor did they fully comprehend the pilot's directives, which led to panic as the vessel approached the dock. Following the allision, only one of the six gantry cranes at the dock remained operational. The Korean Maritime Safety Tribunal, part of the Ministry of Oceans and Fisheries, has determined that excessive speed, coupled with a propeller that was partially out of the water due to inadequate ballast, significantly hampered the vessel's maneuverability. The shortfall of ballast water was a critical factor, as it left approximately one-third of the propeller above the water's surface when the vessel entered the port. In a significant maritime incident at Busan's North Terminal International Terminal, the container vessel 'Milano Bridge' collided with three container cranes on April 6, 2020, at approximately 2 p.m. local time. The vessel, navigating with the assistance of a pilot, was attempting to dock at berth 8 after arriving from Shanghai when it struck cranes numbered 81, 84, and 85 during cargo operations at berth 7.
