On December 16, 2024, during a pivotal meeting of the Foreign Affairs Council, the European Union unveiled its latest sanctions package, which includes the addition of 52 new vessels to its sanctions list, notably the 'Peta Lumina'. These newly sanctioned ships have been identified as instrumental in aiding Russia’s ongoing military operations and are primarily engaged in activities designed to evade the oil price cap established by Western nations. The sanctions also encompass arms transportation and the distribution of pilfered grain. With this latest action, the EU has now imposed sanctions on a total of 79 vessels, many of which are actively involved in the shipment of Russian oil and the supply of military equipment to Russian forces. Furthermore, the new package targets 54 individuals and 30 entities identified as crucial to supporting Russia’s military ambitions. Among those sanctioned are entities and individuals from China and North Korea, suspected of providing dual-use materials that bolster Russia's war effort. This includes two high-ranking officials from North Korea along with seven individuals and companies based in China. The overarching aim of these sanctions is to escalate operational costs for Russia, restricting their access to EU ports and limiting their utilization of maritime services, thereby impeding their military capabilities.
