On March 27, 2025, the container vessel 'Rio de Janeiro Express' faced significant delays as protesting fishermen from Valparaíso and San Antonio blocked access to the port. The ship was scheduled to dock at Terminal Pacífico Sur's berth No. 3 after 1:00 p.m. Declaring their discontent with the ongoing legislative discussions surrounding the 'Subdivision Law,' protesters voiced their demand for government intervention: "They won't enter. May the government, once and for all, help us." Fishermen from various coastal communities, including Quintero, Horcón, and Portales, rallied together, emphasizing their united stance against the impacts of the fractionation law on their livelihoods. The group directly challenged the Executive Branch during the blockade. Meanwhile, the Chilean Navy, through the Valparaíso Port Captaincy, was engaged in efforts to manage and regulate the situation. The container ship 'Maersk Bintan,' also scheduled to undock from berth No. 1 managed by TPS at 2:00 p.m., experienced delays due to the ongoing protests. It is noteworthy that no other vessel was slated to arrive at the port until after 8:30 p.m. on March 28. Berths operated by Terminal Portuario Valparaíso (TPV) were already occupied by the reefer 'Italia Stream,' bulk carrier 'Ocean Jasmina,' and cruise ship 'SH Vega.' As part of the protests, artisanal fishermen were likewise obstructing the Port of San Antonio, deploying more than 20 boats to block vessels from entering or exiting the area.
