In a significant move, the Houthi-aligned Humanitarian Operations Coordination Center (HOCC) has officially sanctioned 13 entities, nine individuals, and two vessels in connection with U.S. crude oil exports, as disclosed in a statement on September 30, 2023. The sanctions predominantly focus on prominent U.S. energy corporations such as ExxonMobil, Chevron, ConocoPhillips, Phillips 66, and Marathon Petroleum, alongside their leading executives, whom the organization accuses of transgressing a decree that prohibits U.S. crude oil exports. Among the executives targeted are notable figures like Darren Wayne Woods from ExxonMobil, Michael Karl Wirth of Chevron, and Ryan Michael Lance from ConocoPhillips. Additionally, the sanctions extend to two crude oil tankers linked to U.S.-based Diamond S Shipping Inc.: the Marshall Islands-flagged 'Seaways San Saba' (IMO: 9593426), which was on a route from Rotterdam to Georgetown as of October 1, and the 'Seaways Brazos', which had recently arrived in Acu from Canaport on September 30. The HOCC serves as a communication channel between Houthi forces and commercial shipping operators and is closely associated with the Houthi military faction. Further drawing international attention, the Houthi group has claimed responsibility for launching a cruise missile at the cargo vessel 'Minervagracht' (IMO: 9571521) on September 30, citing the shipowners’ alleged violation of its ban on entry of vessels into ports deemed 'occupied Palestine'.
