Houthi Organization Imposes Sanctions on U.S. Oil Firms and Tankers

Oct 01, 2025 09:52

In a significant move, the Houthi-aligned Humanitarian Operations Coordination Center (HOCC) has sanctioned 13 entities, nine individuals, and two vessels in relation to U.S. crude oil exports, as announced on September 30. This action specifically targets major U.S. energy corporations, including ExxonMobil, Chevron, ConocoPhillips, Phillips 66, and Marathon Petroleum, alongside their executive teams. These sanctions stem from allegations of breaching a decree that bans the export of U.S. crude oil. Highlighted among those sanctioned are prominent oil industry executives such as Darren Wayne Woods of ExxonMobil, Michael Karl Wirth of Chevron, and Ryan Michael Lance of ConocoPhillips. Additionally, the sanctions extend to two crude oil tankers: the 'Seaways San Saba,' flagged in the Marshall Islands and currently making its way from Rotterdam to Georgetown, and the 'Seaways Brazos' (IMO: 9594731), which recently docked in Acu after departing from Canaport on September 30. Both vessels are connected to the U.S.-based Diamond S Shipping Inc. The HOCC serves as a conduit between Houthi forces and commercial shipping operators, maintaining associations with the Houthi military. Further escalating tensions, the Yemen-based military group has also taken responsibility for the attack on the cargo m/v 'Minervagracht' (IMO: 9571521). On the same day, a spokesperson for the Houthis announced that the vessel was targeted by a cruise missile due to alleged violations by shipowners regarding a ban on ports located in "occupied Palestine." This ongoing conflict reflects the complexities and heightened risks in the maritime industry tied to geopolitical developments.
