Detained on May 29, 2018, at the port of Rostov-on-Don in the Russian Federation, this incident is notable as it constitutes the fourth time the ship has faced detention within the Paris MoU framework in the past two years. Registered under the flag of Comoros, which currently appears on the Paris MoU's black list, the M/V VOLZHSKIY 33 is subjected to strict regulations. According to Section 4 of the Paris MoU and Article 16 of EU Council Directive 2009/16/EC, the vessel is prohibited from accessing any ports or anchorages in the Paris MoU region, with the sole exception of those located in its flag state. This refusal of access will come into effect immediately upon the vessel's clearance to depart from its current location. Given that this is the vessel's second refusal of access, the restriction will last for a duration of 12 months.
