CFS Wind Remains Detained After Significant Oil Spill Incident

The freighter 'CFS Wind' continues to remain under detention at Kingston Port as of July 2, following a serious oil spill incident. On June 23, an explosion occurred from one of the flexi-bags containing heavy crude oil, resulting in an estimated 2,000 litres of the hazardous substance spilling into the waters off Gordon Cay. Although the cleanup operations have progressed remarkably, with the bulk of the 21 flexi containers onboard now secured in the cargo hold as of June 30, concerns about vessel safety are preventing its release. Some flexi containers exhibited signs of pressure, raising alarms about their contents, but crews have successfully cleaned the ship's deck and hatch covers. The 'CFS Wind', which departed Port Lisas in Trinidad and Tobago on June 19, reached Jamaican shores on June 22 before the unfortunate incident during bunkering operations. The Maritime Authority of Jamaica (MAJ) has highlighted that typically, such hazardous materials should be transported in secure storage tanks within the cargo hold to prevent spills and leaks in the future.

Fuel Oil Spill Incident at Kingston Container Terminal in Jamaica

On June 23, 2021, approximately two tons of fuel oil were accidentally released from the 'CFS Wind' at the Kingston Container Terminal, resulting in around 2,000 litres of heavy crude oil contaminating the waters near Gordon Cay. The Jamaica Defence Force Coast Guard acted swiftly as the first responders, deploying booms to contain the spilled fuel, while additional agencies joined forces to assist with the clean-up efforts. Originally scheduled to depart Kingston on June 25, the ship has since been detained for a thorough investigation and damage assessment by the Environmental Management and Conservation Division at the National Environment and Planning Agency (NEPA). In response to the incident, NEPA issued an enforcement order prohibiting the vessel and its local agent, Perez y Cia Jamaica, from leaving the port until the total clean-up costs are fully determined. Port authorities suspect that the oil leak originated from one of the 22 flexible fuel tanks located on the deck, which became damaged during bunkering operations, leading to a potential explosion due to elevated temperatures. Additionally, other containers onboard showed signs of bulging and required immediate discharge. As of June 28, the 'CFS Wind' remains docked at the terminal and has been issued a detention order by the Maritime Authority of Jamaica (MAJ) under the Port State Control Regime. This regulation allows the authority to hold a vessel in port if there's any concern regarding its safety or impact on navigation pending the conclusion of investigations.

On April 14, 2018, the cargo ship 'Asiatic Wind', which was traveling from Tuzla to Kingston, encountered mechanical issues while navigating the Bosphorus Strait. At approximately 3 a.m., the vessel was forced to drop anchor in the Karanlik Liman anchorage. Due to these engine troubles, the Strait authority suspended the ship's permission to transit the Bosphorus until the crew successfully carries out necessary repairs.
