On February 23, 2017, the U.S. Coast Guard initiated the detention of two bulk carriers, the 'Atlantic Ruby' and 'Amber L', due to significant safety deficiencies uncovered during routine Port State Control inspections along the Columbia and Willamette Rivers. The inspection of the 'Atlantic Ruby' took place in Portland, where Coast Guard officers identified multiple deficiencies related to the SOLAS (International Convention for the Safety of Life at Sea) standards. Notably, the vessel's fixed fire extinguishing system had been improperly maintained, with crucial time delay mechanisms left disconnected. This delay is vital for allowing crew members to evacuate the area before the fire extinguishing agent is deployed. Meanwhile, the 'Amber L' was examined in Kalama, revealing several alarming safety issues, including a leak from the main engine’s cooling water and several faults in its steering system. As a result, both bulk carriers are required to remain within the Columbia River Captain of the Port zone until all identified deficiencies are adequately addressed and rectified.
