Sanctioned Tanker 'Bluebell' Engages in Position Spoofing in Indonesian Waters

The US-sanctioned tanker known as 'Bluebell' has been caught manipulating its location within Indonesia’s territorial waters. The vessel arrived in the region on July 16, 2025, and initially reported its navigational status as 'at anchor'. However, it soon began to engage in GNSS position spoofing to obscure its actual whereabouts. The situation escalated on July 22 when the 'Bluebell' ceased transmitting its AIS signals in one of the globe's busiest maritime chokepoints, raising alarm over maritime safety and security for nearby nations including Singapore, Malaysia, and Indonesia, particularly due to the presence of sanctioned tankers lingering around the Riau archipelago. The precise location of the 'Bluebell' is currently unknown. Previously identified as 'Cross Ocean', this tanker has been operating in the area for a month, which has become a hotspot for nearly 80 tankers associated with Iran and Russia, often involved in floating storage and unregulated ship-to-ship (STS) transfers of oil subject to Western sanctions. Such operations are frequently conducted under perilous conditions. The 'Bluebell' is part of a sprawling, inefficient logistics network known as the dark fleet, facilitating the transport of crude from sanctioned nations like Russia, Iran, and Venezuela through complex STS transfers in international waters to obscure their origins and destinations. This clandestine fleet includes around 1,900 identified ships, with many routinely transmitting false flags; in fact, approximately 40% of tankers trading with Iran and 30% trading with Russia are now associated with fraudulent registries, including the dubious flag of Curaçao. Other nations listed in connection with unverified registries by the International Maritime Organization (IMO) include Aruba, Benin, Guinea, Guyana, Eswatini, Malawi, Timor-Leste, and St Maarten. The prevalence of vessels misrepresenting themselves under legitimate flags poses a substantial risk to the regulatory framework of global maritime trade, jeopardizing the integrity of the international economic maritime system.
