On December 16, 2024, the European Union unveiled its latest sanctions package during a meeting of the Foreign Affairs Council, significantly expanding its efforts against the ongoing conflict in Ukraine. A total of 52 new vessels, including the notable ship 'Capella', have been added to the sanctions list. These vessels have been identified as key players in facilitating Russia's military operations by circumventing the oil price cap established by Western powers, transporting military supplies, and handling stolen grain shipments. This recent development has escalated the overall count of sanctioned vessels to 79, underscoring the EU's commitment to countering the flow of Russian oil and arms. Additionally, the sanctions package encompasses 54 individuals and 30 entities identified as contributors to Russia's military capabilities, further tightening the noose around support networks. Notably, the list includes entities and individuals from both China and North Korea, recognized for providing dual-use materials that bolster Russia's military efforts. Among the targeted are two senior officials from North Korea and seven individuals and companies from China. The overarching goal of these sanctions is to elevate Russia's operational costs by denying access to EU ports and obstructing maritime service provisions, thereby mitigating the country's military ambitions.
