On December 3, 2024, the United States unveiled a significant sanctions package targeting 35 entities and vessels integral to the transport of Iranian petroleum and its derivatives to global markets. This decisive action responds to the Iranian attacks on Israel on October 1, 2024, and Iran's recent escalations in nuclear activity. The primary objective of these sanctions is to disrupt the Iranian nuclear program, hinder advancements in missile and drone technology, and cut financial support for terrorist proxies through reduced oil sales. Among the sanctioned vessels, 18 tankers have been implicated, accused of exporting tens of millions of barrels of oil on behalf of Iran. The vessels under scrutiny include the 'Rioo Napo' and 'Lara II', both owned and managed by India-based Vision Ship Management LLP, which has also been sanctioned. Notably, the RIO NAPO has a history of transporting Iranian Naphtha to the UAE. Additionally, the 'Tonil', known for evading previous sanctions while transporting significant quantities of Iranian oil, is another vessel facing sanctions. This tanker is operated by the sanctioned Ukrainian Lightship Management Ltd., with ties to Tightship Shipping Management (OPC) Private Ltd., a company also under sanctions for its role in facilitating these illicit activities.
